If experience taught me anything, it is that I must develop systems in steps which feel “too small.”
So:
Develop your tactical model and assess your athlete’s cognitive skills. From that, determine what you need.
Design 2-3 basic plays and all the terminology and signals you need to teach and call them, and only them.
Go out on the field and teach your current version of the playbook.
Only if everyone understands, repeat and develop the playbook further.
Keep going in small steps, one or two plays at a time, until you have taught what you need (see step 1).
I know what you think: “some basic plays do not make a playbook! All the many small parts of the whole system have to fit together.” You’re right. Just make them fit one after the other.
