I recommend you do this after the player analysis because you can't pick plays until you know what you have. So don't skip the player analysis because it is critical.
Start a new spreadsheet document titled: Core Offensive Installation
Ask your staff, according to our Offensive Priorities Statement, "What is the one play we must build our offense around." If we only had one play to run all game long, what would you run?
Hint: Your best run play. (Power in my book)
Then add plays continuing until you have at least 6. Keep going until you have a consensus core of offensive plays. This does not mean that you can't run Power 6 different ways later on.
Continue to list each play like this:
1. Power
2. Toss (or whatever you say)
Next review the Pro-Spread Offensive Plays and either keep or make changes in what you have listed.

How can you build an offensive system that will score enough points to win games every season? By finding a system that is flexible enough to fit the different strengths you see year to year. Pro Spread Offense is a system built with the variety and adaptability to do just this. Avoid the frustration of trying to "force" players to play certain positions that just aren't ideal for them. Imagine...
