Yes, coaches do send out a single offer to MULTIPLE potential student-athletes hoping to snag at least one in the process.
Be sure to ask the coach how long you have to make a decision and DO NOT make an impulse decision. A reasonable coach will give you at a minimum 14 days to consider the offer and come back with questions especially if you have recently visited the school.
